2027 - Resolutions & Policy Process
The B.C. Wildlife Federation is a grassroots, member-driven organization. The resolutions process empowers members, clubs, and regions to shape provincial conservation policy, fish and wildlife management priorities, and legislative advocacy.
To become official BCWF policy, proposed resolutions must be debated and voted on by accredited voting delegates at the Annual General Meeting & Convention.

Role of the Resolutions Committee
The BCWF Resolutions Committee administers the submissions process to ensure fairness, standard governance, and legal compliance.
- Admissibility Review: The Committee verifies that submissions meet provincial/national/international scope, conform to the BCWF Constitution, and do not duplicate active policy.
- Editorial Standardization: The Committee may edit for clarity, grammar, and standard resolution formatting, but does not alter the sponsor’s original intent.
- Written Notice: Sponsoring regions will be notified in writing if a resolution requires editorial modification or is deemed inadmissible.
Resolution Self-Audit Checklist
Before submitting a resolution for the 2027 Convention, ensure your Club and Region review the following criteria:
1. Scope & Jurisdiction
- Provincial / National Relevance: Deals with provincial, national, or international conservation, access, or outdoor heritage issues (purely local or single-club matters are inadmissible).
- Organizational Capacity: The proposed actions fall within the legal, financial, and operational scope of the BCWF to execute or lobby.
- Committee Engagement: The issue was brought forward to the relevant BCWF Standing Committee for consultation prior to formal resolution submission.
2. Policy & Governance Rules
- Constitution & By-laws (Special Resolutions): If the resolution amends the BCWF Constitution or By-laws, it must be drafted and submitted specifically as a Special Resolution (requires a 75% voting threshold).
- Existing Policy Check: Confirmed that the topic is not already covered under active policy in the BCWF Policy Compendium.
- 3-Year Non-Defeat Rule: Confirmed that a substantially similar resolution has not been defeated at a BCWF Convention within the last three (3) years.
3. Drafting & Structure
- Single Subject Rule: Focuses strictly on one issue (multi-topic proposals must be separated into distinct resolutions).
- Actionable Operative Clause: The “Resolved” section is concise, explicit, and able to stand alone without relying on the preamble.
- Clear Language & Acronyms: All government ministries, legislation, and technical acronyms are spelled out in full upon first use.
- Factual Supporting Brief: Accompanied by an objective, well-researched brief citing credible biological, legal, or policy sources.
